The e-Michigan Office
In May 2000, the Michigan state began its e-government portal
initiative with the opening of the 'e-Michigan' Office (e-Michigan). e-Michigan,
a two-year limited tenure government agency, was established to administer all
the e-government initiatives of Michigan State.
e-Michigan had to ensure the smooth interchange of information for executing
online transactions with private and corporate citizens, state, federal, global
and local governments, business partners and its employees. In addition, it also
carried out certain well-defined roles and responsibilities, as laid down at its
inception (Refer Exhibit III)...

The 'Michigan.gov' Portal
The Michigan.gov portal was finally launched
in July 2001. It provided information access to users in five
ways - through a statewide search engine, instant links to
chosen sites, six 'theme-based' sub-portals, a government
agencies website directory and links to the most frequently
visited government websites...

The Challenges and the Way They Were Faced
e-Michigan's ADHOC Status
The authority and significance of e-Michigan was not
very clear because of its adhoc status. e-Michigan came
into existence as a result of Engler's Executive Order
to that effect. However, according to Michigan law, any
Executive Order became invalid after a period of two
years from its promulgation...
Getting Citizens Involved
To achieve e-Michigan's 'one customer, one government'
objective, those developing it had to have a lot of
interaction with ordinary citizens who would be using

Reluctance to Change
Earlier, the Michigan state government had no model for the
development and administration of enterprise-wide standards in
technical areas. There were no web standards and web policies in
place...
Spreading Awareness
e-Michigan also needed to spread awareness about the portal, and
to make it easily accessible to citizens so that they could
utilize the services effectively. Before Michigan.gov was
launched, e-Michigan undertook an extensive marketing and
communications program to spread awareness and encourage regular
use of the portal among its principal target groups...
Funding for the Project
Another challenge for e-Michigan was to control government
investments at the departmental level. An assessment of the real
benefits accruing from each investment was required for this...
